Çocuk suçluluğu, sosyal bilim alanlarınca çalışılan konuların başında gelmektedir. Çocuk suçluluğu üzerine yapılan araştırma, makale, tez, etkinlik sayısındaki artış konuya ilginin yanı sıra bu sosyal meselenin uzun süre gündemimizde olacağının da bir nişanesi olabilir. Çağımızda çocuklara yönelik önemin artışına binaen çocuk üzerine çalışma alanları da artmaktadır. Bu sebeple çocuk üzerine çalışacak profesyonellerin en çok ihtiyaç duyduğu şey, çocuk suçluluğunun temel hususlarını ve kapsamını şümullü bir şekilde anlamaya çalışmaktır. Hatta uygulama açısından bakıldığında, Çocuk Koruma Kanunu’nun 33. maddesine göre, çocuk suçluluğu üzerine eğitim almış profesyonellerin çocuk adalet sistemi için daha çok tercih edileceği belirtilmektedir. Yine Çocuk Mahkemelerinin verdiği “danışmanlık tedbiri” kararları günden güne artmaktadır. Diğer yandan lisans alanlarında çocuk suçluluğu dersleri için kullanılabilecek kapsamlı kaynakların olmaması da bu dersleri veren profesyonelleri konuyla ilgili materyaller hazırlamalarını zorlaştırmaktadır. Böylece hem lisans ve lisansüstü seviyede kullanılabilecek hem uygulamada profesyonellerin çocuk suçluluğu üzerine yetkinliklerini artırabilecek, hem de konuya ilgi duyan herkesin, çocuk suçluluğunu ve kapsamını anlamaya ve çalışmaya başlarken, nereden başlayabileceği üzerine bir perspektif kazanmalarına katkıda bulunacak bir kaynağa ihtiyaca binaen anlaşılabilir bir dil ve formatla bu kitap hazırlanmıştır. Kitapta öne çıkan noktalar şunlardır:
1- Çocuk suçluluğu yeniden tanımlanmıştır: Bir çocuktaki sosyalizasyon problemleri sonucu ortaya çıkan antisosyal eğilimlerin yıkıcı-bozucu bir hale gelerek illegal bir duruma dönüşmesi ve buna çocuk adalet sistemi müdahalesinin gerçekleştirilmesidir.
2-Ayrıca başlı başına bir kaynak olarak bulunmayan “sosyalizasyon” konusu kitapta müstakil bir bölüm olarak teferruatlı şekilde ele alınmıştır.
3-Çocukların antisosyal davranışlarının nasıl geliştiği teorize edilmiş ve onların suça karışmalarını motive edebilecek biyolojik, psikolojik ve sosyal şartlar tartışılmıştır.
4-Çocuk adalet sisteminde psikososyal bakışın önemi ve gerekliliği çalışılmıştır.
5-Çocuk suçluluğunun önlenmesi ve müdahalesine yönelik tavsiyelerde bulunulmuştur. Bunlardan biri “Milli Sosyalizasyon Bakanlığı” tavsiyesidir.
